This Article describes the role of communication exercises in transactional law and skills education, and provides several examples of such exercises. After a discussion of fundamental differences between communication in the context of litigation and transactional law, the Article discusses exercises designed to improve written communication skills, including the use of e-mail, in the context of transactional law. It follows with a similar discussion of exercises focusing on oral communication skills, including listening, interviewing, counseling, negotiation, and presentations. The Article concludes with examples of exercises combining oral and written communication skills in the context of simulated transactions.

International students struggle with the lack of hierarchy and enforcement, and the apparent differences between international law and the domestic legal system to which they have been exposed. Sometimes, by drawing analogies with these domestic systems, they impose a legal form that is incommensurable with the reality of international legal structures. Newcomers to international law are altogether perplexed by the very concepts of international legal normativity and how they can be reconciled with insights from other disciplines. In short, textbooks are the vehicle through which the next generation will be initiated into the international legal profession.

This paper shares some insights on the writing of an international law textbook that emerged during the writing process. In particular, it focusses on the challenge on how to reconcile the essentially Western, imperial, and colonial heritage of modern international law with a genuine desire to avoid simply reproducing that process of Westernisation. The Eurocentric narrative of international law as a universal legal order is part of its founding myth, and has been integral to the reception and acceptance of international law outside the West. Excavating that myth is a valuable part of international law teaching and scholarship, and not one that can be simply ignored.

Addressing the Health Care Needs of Justice-Involved Populations

The Beazley Institute for Health Law and Policy at Loyola University Chicago School of Law and Annals of Health Law & Life Sciences invite original submissions for presentations at our Thirteenth Annual Health Law Symposium: Addressing the Health Care Needs of Justice-Involved Populations. The Symposium will take place at Loyola University Chicago School of Law on Friday, November 15, 2019 beginning at 9:00am.

The Symposium will explore legal barriers that justice-involved populations face in accessing health care, and address how those barriers can be alleviated. "Justice-involved populations" generally refers to individuals who are incarcerated in prisons, jails, immigrant detention centers, juvenile detention centers, on probation, or individuals who are otherwise involved with the U.S. justice system.

TOPICS: The Symposium is intended to touch upon a wide variety of areas responsive to this overall theme. Accordingly, we invite submissions addressing any and all aspects of health care issues relating to justice-involved populations. Possible approaches to this Call for Proposals include, but are not limited to:
- Legal support for, and medical treatment of, justice-involved populations suffering from mental illness. Topics may include current measures [or lack thereof] to prevent mentally ill individuals from encounters with the criminal justice system; sentencing reform for individuals with mental illness; the effects of diversion programs and how they can be improved upon; and access to mental health treatment during and after incarceration or other involvement with the U.S. justice system.
- Legal support for, and medical treatment of, justice-involved populations suffering from substance abuse. Topics may include rehabilitation opportunities available to justice-involved populations during the duration of their involvement with the U.S. justice system; current or proposed measures to prevent relapse for individuals who are released from jail or prison; and the positive or negative effects of experimental drug courts.
- The impact of the U.S. justice system on maternal and reproductive health care. Topics may include the ways in which the law inhibits or provides access to maternal care for justice-involved individuals, such as prenatal care, treatment for postpartum symptoms, and the ability for incarcerated mothers to nurture their newborn/infant children.
- Constitutional issues relating to the medical treatment [or lack thereof] of justice-involved populations. Topics may include denial of abortions to women and girls in refugee centers and immigrant detention centers in violation of the Fourteenth Amendment (Azar v. Garza); Eighth Amendment issues relating to physician involvement in capital punishment and execution of medically-complex prisoners (Bucklew v. Precythe); Eighth Amendment issues regarding access to medical treatment and medical neglect of incarcerated individuals; and informed consent issues relating to human subject research and involuntary medical treatment of justice-involved populations.
- Empirical assessments of the effects of laws, regulations, and policies impacting justice-involved populations, such as efforts to enroll eligible adults in Medicaid prior to leaving jail or prison; the effect of the Medicaid expansion on providing coverage for justice-involved populations; legal opportunities for addressing social determinants of health upon re-entry into society; the barriers a criminal record places on obtaining health insurance coverage; the effect of Medicaid coverage on applications for citizenship under the "public charge" doctrine; and the effect of health insurance coverage and access to health care on recidivism rates.

It is our hope that some presenters will also submit articles for publication in the Annals of Health Law & Life Sciences (articles will be due by January 7, 2020); if you are interested in this opportunity, please indicate that in your submission. ABOUT THE BEAZLEY INSTITUTE: Established in 1984, the Beazley Institute for Health Law and Policy at Loyola University Chicago School of Law has evolved into a nationally-recognized resource dedicated to the education of health and life sciences law leaders and policymakers, and to the study and furtherance of the health law field. Loyola's health law curriculum boasts over fifty substantive courses, focusing on topics such as reimbursement and finance, government regulation and policy, and corporate and transactional health law. Students gain first-hand knowledge of the health care industry by externing at local hospitals and health care entities, participating in seminars, working in our nationally recognized medical-legal partnership clinic (the Health Justice Project), and regularly interacting with the practicing bar through Loyola's continuing education events. The Chinese University of Hong Kong
Postdoctoral Fellow (Energy Law)


The Chinese University of Hong Kong, Faculty of Law invites applications for a Postdoctoral Fellow (Energy Law) (Ref. 190000MV).

As the world's largest energy consumer and largest importer of fossil fuels, it is of strategic importance for China to ensure the availability of external sources of energy supply. The Belt and Road Initiative plays an important role in realizing China's external energy security by promoting the interconnection of foreign energy reserves with the Chinese market. In the context of increasing attention on China's external infrastructure policy, this research project aims to understand how Chinese investments impact on the regulation of the energy sector of China's strategic partners along the Belt and Road.

In this context, the Faculty of Law at The Chinese University of Hong Kong (CUHK Law) has an opening for a Postdoctoral Fellow position in Energy Law to work on the 'Regulation of Energy Investments along the Belt and Road', under its Impact Postdoctoral Fellowship Scheme. Applicants are expected to work with Professor Anatole Boute to produce research with a demonstrable impact for the legal community, non-governmental organisations and other beneficiaries.

This appointment is designed to cultivate early-stage academics with a keen interest in making a significant 'Impact' on society. Impact is defined 'as the demonstrable contributions, beneficial effects, valuable changes or advantages that research qualitatively brings to the economy, society, culture, public policy or services, health, the environment or quality of life; and that are beyond the academia.' The notion of 'Impact' is becoming a major aspect of Research, as evidenced by the increasing emphasis put on impact in the Research Excellent Framework (REF) in the United Kingdom and the Research Assessment Exercise (RAE) in Hong Kong. Hence, the appointee will be expected to take part in designing and conducting research in innovative ways, with a view to have a positive effect on identified beneficiaries.

JOB QUALIFICATIONS: Applicants should have (i) a PhD in Law, ideally in Energy Law, Investment Law or Environmental Law; (ii) demonstrated academic capabilities and/or practical experience in energy law, investment law and/or environmental law (ideally with publications in these fields); (iii) capacity to interact with the industry and/or policy-makers; (iv) a strong command of English; and Ideally (v) good knowledge of Chinese or Russian.

JOB DESCRIPTION: Responsibilities of the appointee are exclusively research-related and consist in working under the supervision of the Principal Investigator on the regulation of energy investments along the Belt and Road. Duties include (a) writing research reports and publish in reputable academic outlets; (b) hosting workshops to present findings; and (c) organising and liaising with identified beneficiaries.

Appointment will initially be made on contract basis for one year commencing June 2019, renewable subject to good performance, funding availability and mutual agreement.

TASKS:
- The doctoral researcher will be working within the Research Unit of Law. The doctoral researcher is expected to contribute to research projects in the area of civil procedure. Particular interest in comparative law and international litigation would be an asset.
- The candidate's main task will be to prepare a doctoral thesis in the field of European/ comparative civil procedure under the supervision of Professor Severine Menetrey. The thesis work will be undertaken at the University of Luxembourg but can also be part of a jointly-supervised with another university.
- Contribute to the teaching of classes ranging from one to three hours per week, of small group teachings and tutorials.

- Master's degree in private law / civil procedure / European - international litigation
- Have the linguistic skills to evolve in a multilingual environment: fluency in either English or French, good understanding of the second language and possibly a third language, German in particular, will be considered an advantage.

In this paper, we demonstrate the efficacy of a POS annotation method that employed the services of two automatic approaches to assist POS tagged corpus creation for a novel language in NLP. The two approaches are cross-lingual and monolingual POS tags projection. We used cross-lingual to automatically create an initial 'errorful' tagged corpus for a target language via word-alignment. The resources for creating this are derived from a source language rich in NLP resources. A monolingual method is applied to clean the induce noise via an alignment process and to transform the source language tags to the target language tags. We used English and Igbo as our case study. This is possible because there are parallel texts that exist between English and Igbo, and the source language English has available NLP resources. The results of the experiment show a steady improvement in accuracy and rate of tags transformation with score ranges of 6.13% to 83.79% and 8.67% to 98.37% respectively. The rate of tags transformation evaluates the rate at which source language tags are translated to target language tags.

This paper features an analysis of President Trump's two State of the Union addresses, which are analysed by means of various data mining techniques including sentiment analysis. The intention is to explore the contents and sentiments of the messages contained, the degree to which they differ, and their potential implications for the national mood and state of the economy. In order to provide a contrast and some parallel context, analyses are also undertaken of President Obama's last State of the Union address and Hitler's 1933 Berlin Proclamation. The structure of these four political addresses is remarkably similar. The three US Presidential speeches are more positive emotionally than Hitler's relatively shorter address, which is characterized by a prevalence of negative emotions. However, it should be said that the economic circumstances in contemporary America and Germany in the 1930s are vastly different.
